CHANDIGARH: In a relief to thousands of residents of Chandigarh Housing Board (CHB) flats, especially those located in southern division of the UT, the board has accepted the long-pending demand of regularizing changes made by occupants and sought the applications for changes by December 31.

Resident Welfare Associations were struggling hard for the amendment of a clause barring the construction of a room in the rear courtyard and imposing a fine of Rs 50.
The clause was made in an order issued in 2010. A senior CHB official told TOI, "The decision was taken after considering the demands of local resident associations. There are around 50,000 houses constructed by Chandigarh Housing Board and almost 80% occupants of these houses have made changes in their flats."
Sudhir Singla, a resident of the housing board flat in Sector 49, said the administration had allotted flats under a scheme in 2006 and allowed the need-based changes, including the construction of a room in 2008. He said the approval for the construction was still pending, although.
In its November 12, 2012 orders, the CHB had decided that in future all kinds of transfer cases, no-objection certificate (NoC) for sale, conversion from leasehold to freehold and execution of conveyance deed will be dealt with only after taking the latest inspection report with regard to building violations. Since then, thousands of cases were pending for clearance with the inspection staff giving a negative report on need-based changes after the notification.
