Tamil Nadu emerges pioneer in land record digitisation

Tamil Nadu, Andhra Pradesh and Maharashtra are the three pioneering states in digitizing maintenance of property registration, revenue, and town and country planning documents, says a book, `Property Registration, Land Records and Building Approval Procedures Followed in Various States in India' released recently.
The book, authored by G Shyam Sunder, a legal adviser to many leading banks, says only TN and six other states issue computerized encumbrance certificates and facilities like online search of guideline values and encumbrance of properties. Other states lag far behind in computerization of records. Online verification of land records cannot be done in states like Assam, Delhi and Kerala.
Tamil Nadu revenue department offers online facility to verify land records (patta) of properties in villages.But those of city properties are yet to be computerized and uploaded on internet. In states like Maharashtra, Haryana and Madhya Pradesh, even city property details are available online. Barring Tamil Nadu, Andhra Pradesh and Telangana, land layouts and building plans approved by regulatory agencies are not available online for verification in other states. In Tamil Nadu, DTCP (Directorate of Town and Country Planning) approved layouts, sanctioned from 2009, are available online.Steps are being taken to make earlier records also available online. Likewise, layouts approved by CMDA (Chennai Metropolitan Development Authority) from 2000 onwards and building plans sanctioned by CMDA from 2006 onwards can be verified online. In Andhra Pradesh and Telangana, DTCP approved land layout records can be verified online for select areas only.
